This pattern is written in American Crochet Terms and I think is easy enough for a beginner to make.
First make the hair elastic sleeve and stitch it around the elastic. You can do this last but I found it easier for me to do this step first.
With H hook, chain 6. sc in 2nd chain from hook and in each ch across, ch 1, turn. (5 sc) Rows 2 - 6: sc in each st across, ch 1 turn. At end of row 6, leaving a long enough tail to sew with, fasten off.
Pinch elastic in center and wrap sleeve around it. Stitch across the top, weave in ends and fasten off. See pictures 2 and 3.
To begin the headband, make a slip stitch, place on hook. Slide hook through one end of the elastic, make 8 sc around elastic, ch 3, turn. (8 sc) Row 2: *sk 1 sc, V-st in next sc, repeat from * 2 times, sk next sc, dc in last sc, ch 3, turn. (3 V-st, 1 dc, 1 tc) Rows 3 - 29: V-st in the ch 1 space of each V-st of previous row, dc in 3rd ch of tc, ch 3, turn. Row 30: V-st in ch 1 space of each V-st of Row 29, dc in 3rd ch of tc, ch 1, turn. Note: On row 31 you will be working in the double crochets of each V-st, not the ch 1 sp, your final st will be in the 3rd ch of the turning chain of row 30. Row 31: Insert hook into first stitch and through end of elastic, pull up loop, yarn over, pull through both loops, single crochet made. Continue working through each double crochet in the same manner, making you last sc in the 3rd ch of the turning chain.
